Creation of the Unique Electronic Medical Record System in the Province of Misiones

Provincial Law XVII - N ° 85 establishes in its Art. No. 1 that: “the creation of the Unique Electronic Medical Record System of a personal nature, which works in all public or private health care establishments within the scope of the Province of Misiones. ” And in Art. No. 3: defines the Single Electronic Medical Record as “the mechanized, intra and interconnected recording of medical, clinical and preventive data related to the patient's health, with due updating and processing by computer or telematic means”.

The following are the principles of the Single Electronic Health Record System according to Art. No. 4:

Accessibility: the patient, his tutor, curator or legal representative have at all times the right to know the data recorded in the Single Electronic Medical Record.

- Purpose: the data entered into the Single Electronic Medical Record System is personal, confidential, sensitive and inviolable and cannot be used in a nominated way for any purpose other than healthcare.

Truthfulness: the Unique Electronic Medical Record must contain all the procedures, diagnostic or therapeutic, indicated to the patient, including the semiology performed, the evolution of the case and any referential data that allows knowing the patient's real situation.

Confidentiality: the information related to the health of each person must be treated with absolute reserve, for this purpose the Unique Electronic Medical Record System must have a computer system that separates the identification of the owner from the rest of the data.
